Sampling and Inspections
        Keys to Determining the Effectiveness of Storm Water Pollution Prevention Plans and Spill Prevention, Control, and Countermeasures Plans.

Industrial, commercial and other facilities are required to comply with a myriad of regulatory programs, which have been established by Federal, State and local regulatory agencies. Failure to comply with these numerous, and many times complex, regulatory requirements can lead to civil and criminal penalties as well as potential curtailment in production operations. BDS provides a full range of services related to assisting companies in determining the effectiveness of their compliance plans and programs.

BDS provides monitoring and sampling services, using state-of-the-art equipment and highly trained staff whose focus is the collection of environmental samples, specifically wastewater and storm water. BDS also provides inspection services for the industrial and construction sectors to comply with storm water regulations along with conducting periodic inspections to comply with SPCC requirements.

MONITORING AND SAMPLING CAPABILITIES

BDS has the technical staff, equipment and project management resources to deliver responsive and efficient sampling, monitoring and maintenance services. BDS’ sampling professionals have regional and national water sampling credentials and experience. BDS’ contract laboratory partners provide a broad range of analytical services.

Wastewater

BDS personnel have completed wastewater monitoring and sampling projects throughout the Metroplex. Our personnel have conducted both specialized short-term monitoring and routine monitoring to maintain compliance with industrial pretreatment standards and Texas Pollutant Discharge Elimination Program (TPDES) permits. The work on these projects includes flow measurement, sample collection and compositing, analytical testing and regulatory report compilation.

Storm Water

Storm water monitoring requirements increasingly affect industrial, commercial and municipal clients, as regulatory agencies focus on non-point pollution sources. The TPDES Multi-Sector General Permit (MSGP) requires monitoring for industry sectors that were determined to have a high potential to discharge a pollutant at concentrations of concern and industries that have hazardous metals exposed to storm water runoff.

BDS can provide storm water sampling services, from simple grab samples to composite sampling with automatic field samplers. BDS maintains an inventory of automatic field samplers that are configured with rain gauges and flow meters.

Visual Examinations

In addition, BDS can perform visual examinations of storm water runoff. Virtually all facilities covered by the TPDES MSGP are required to perform quarterly visual examinations of their storm water discharges. BDS will perform the examination in a well lit area and note any indicators of possible storm water pollution.

Smoke and Dye Testing

Through its subcontractors and qualified personnel, BDS can perform smoke and dye testing for non-storm water discharge certification and/or survey for illicit connections.

INSPECTION CAPABILITIES

Industrial Activity Associated with the TPDES Storm Water Program

BDS has the qualified staff to conduct quarterly periodic inspections at facilities to determine the effectiveness of Good Housekeeping Measures, Spill Prevention and Response Measures, Erosion Control Measures, Maintenance Program for Structural Controls, Best Management Practices (BMPs), and Employee Training Program.

Construction Activity Associated with the TDPES Storm Water Program

BDS can perform the required inspections of the controls installed and BMPs utilized at construction sites. BDS will conduct the inspections at least once every seven calendar days and within twenty four hours of the end of each rainfall event of 0.5 inches or more.

Periodic Inspections Associated with SPCC Requirements

Staff at BDS has experience conducting periodic inspections of tankage, containment areas, chemical storage areas, and fuel unloading/loading areas. BDS will also provide recommendations for addressing deficiencies identified during the inspections.

TURNKEY - REPORTING AND ANALYTICAL SERVICES

BDS can provide complete turnkey services through the coordination of analyses with laboratories. BDS will deliver the samples to the laboratories. Upon the receipt of the analytical reports, BDS will prepare the discharge monitoring reports associated with the sampling events. In addition, BDS can interpret the results to determine compliance with TDPES discharge requirements for wastewater and storm water.
